First, head to Poni Island and go to the Seafolk Village in Pokemon Sun and Moon. Find the house in the shape of a Steelix boat and go inside. Exit through the door in the middle of the house to get to the fishing spot.
When the fishing spot is bubbling, you know you are in for something special. You want it to be bubbly, otherwise, Dhelmise will be harder to come across. When you fish up something that's not the Pokemon you're looking for, go back inside and then back out to reset the fishing spot.
When you go out again, it will be bubbling again. The reason why you want it to be special is that Dhelmise has only 1 percent chance of appearing in a normal spot and 10 percent in a special spot. A few reeling in and going back in and out should eventually land you the ghost type Pokemon.
Of course, you will have to enter battle with it when you encounter it, so be prepared. Have Ultra Balls handy so you don't waste the encounter. Although the method is pretty straightforward, it might still last until and over your break time, so it's best to catch the first one you reel in.
